This bill establishes a state grant program administered by the California Department of Health Care Services to help counties and cities create or expand mobile mental-health crisis teams composed of licensed behavioral-health professionals and trained support staff. Teams may be dispatched through existing emergency communications systems to respond to nonviolent calls involving mental-health or substance-use crises, either alongside emergency responders or instead of police when appropriate.
