Be it enacted by the General Court of Massachusetts that municipalities served by MBTA, commuter rail, or regional transit authority service shall provide a streamlined permitting process for multifamily and workforce housing developments located within one-half mile of transit stations, including clear timelines for local decisions and consolidated hearings where practicable; provided further that the Executive Office of Housing and Livable Communities shall establish production benchmarks and award targeted competitive grants, infrastructure assistance, and planning support to cities and towns that meet or exceed annual housing production goals, with priority given to developments that expand affordability for working families and maintain consistency with public health, safety, and environmental standards.
