Be it enacted by the Legislative Assembly of the State of Oregon that municipalities shall establish expedited permitting procedures for multifamily housing developments located near major employment centers and public transit corridors, with priority review for projects that reserve a meaningful share of units as affordable to low- and moderate-income households and meet state energy-efficiency standards. The Act shall provide targeted state grants, fee reductions, and tax incentives to support qualifying developments, while directing relevant agencies to streamline compliance reviews and issue model local codes to reduce unnecessary delay, increase housing supply, and lower long-term utility costs for Oregon residents.
