This bill expands Vermont’s affordable and energy-efficient housing supply by directing municipalities to create expedited permitting pathways for qualifying infill and mixed-income developments served by existing roads, water, and sewer infrastructure; establishing state tax credits and grant incentives for projects that reserve units for low- and middle-income households or rural workforce housing; encouraging the adaptive reuse of underused commercial and public buildings for residential purposes; and requiring that assisted developments meet practical energy-efficiency standards to lower long-term utility costs for residents while supporting compact growth consistent with local and regional planning goals.
