The State of Alabama shall create enhanced criminal penalties for organized cargo theft, serial freight theft, and port-related smuggling offenses involving coordinated activity, repeat violations, or high-value commercial shipments, and shall authorize the Alabama Law Enforcement Agency to establish a formal interagency cargo and port crime task force with local law enforcement, port authorities, district attorneys, and relevant state regulators to improve intelligence-sharing, case referrals, investigative support, and prosecution coordination; provided that implementation shall prioritize major commercial corridors and port facilities and remain subject to existing constitutional protections and appropriations.
