Youth Mental Health Access and Community Support Act

This bill would authorize a five-year federal grant program administered by the Secretary of Health and Human Services, in coordination with the Secretary of Education, to expand school-based counseling, crisis services, and community mental-health care for children and young adults. Grants would prioritize underserved, rural, and working-class communities; support partnerships among schools, local governments, and qualified nonprofit or healthcare providers; and fund evidence-based services, including prevention, early intervention, and referrals. The bill would require participating programs to protect student privacy, coordinate with families when appropriate, and report on access and outcomes, while reserving a portion of funds for communities with limited existing mental-health infrastructure.
