This bill would establish a competitive grant program through the Department of Housing and Urban Development to help states and municipalities convert underused commercial properties, including vacant offices and retail buildings, into affordable workforce housing near public transit and major employment centers. Grants could support planning, acquisition, rehabilitation, accessibility improvements, and code compliance, with priority for projects that preserve long-term affordability, reduce displacement, and leverage state, local, or private financing.
