This bill would establish a bipartisan Housing and Urban Development program to provide competitive grants to high-cost communities for the construction and preservation of workforce housing, including units affordable to moderate-income households. It would also expand project-based rental assistance for eligible low- and middle-income tenants, prioritize developments that leverage state, local, and private funding, and require participating communities to maintain long-term affordability and report on housing production and tenant stability.
