A bill to increase the supply of affordable starter homes and workforce housing by creating a temporary federal tax credit for the construction or substantial rehabilitation of owner-occupied starter homes and mixed-income workforce housing, directing federal agencies to expedite environmental and land-use permitting for qualifying infill and transit-accessible projects, and establishing competitive grants for high-growth and high-cost communities to expand water, sewer, roads, and other essential infrastructure tied to new housing production, with strong transparency, cost-control, and local flexibility requirements.
