This bill would expand federal grants and low-interest financing for the construction and preservation of workforce and affordable rental housing, prioritizing communities with severe housing shortages and high rent burdens. It would also establish competitive planning grants for states and local governments that adopt evidence-based reforms to reduce unnecessary exclusionary zoning barriers—such as allowing multifamily housing near transit and job centers—while preserving local authority over community planning and encouraging fair-housing compliance.
