This Act establishes a competitive grant program within the Department of Housing and Urban Development to assist Tribal governments and eligible rural communities in constructing, rehabilitating, and preserving affordable, energy-efficient housing. Grants may support planning, site preparation, infrastructure, weatherization, and workforce training, with priority for projects addressing severe housing shortages, reducing long-term utility costs, and incorporating locally determined designs and cultural needs. Tribal governments shall retain authority over project priorities, development standards, and administration on Tribal lands, consistent with applicable Federal law, and the Secretary shall consult with Tribal governments in implementing the program.
