A bill to amend the Elementary and Secondary Education Act of 1965 and the Public Health Service Act to expand competitive and formula grant funding for school-based mental health services, including the hiring and retention of counselors, social workers, and school psychologists, with priority for rural, small-state, and high-need districts; to authorize targeted federal support for broadband infrastructure, school hotspot lending, and classroom connectivity upgrades in underserved public schools; to require coordination with state educational agencies and local providers; and to provide reasonable reporting on student access and program outcomes.
