Full text

This bill would establish a simplified income-driven repayment plan for federal student loans, capping monthly payments at an affordable share of discretionary income and providing automatic annual enrollment for eligible borrowers. It would authorize the Secretary of Education to offer borrowers with qualifying federal loans a lower fixed interest rate when fiscally responsible, without increasing principal balances, and would expand Public Service Loan Forgiveness by counting qualifying payments made by public servants in education, health care, public safety, and nonprofit employment after 10 years of service. The bill would protect borrowers from payment shocks, require clear annual notices, and direct the Department of Education to report to Congress on program costs, participation, and repayment outcomes.
