This Act reduces selected nonessential federal administrative and discretionary operating expenses, while preserving core public services, national security, Social Security, Medicare, and veterans’ benefits. Amounts identified as savings shall be divided among rural broadband and bridge improvements, agricultural water and soil conservation, emergency livestock and crop-resilience programs, and deficit reduction, subject to annual reporting by the Office of Management and Budget to Congress.
