Full text

This bill establishes a fiscally disciplined, five-year program within the Department of Transportation to repair structurally deficient rural bridges, improve highways serving farms and manufacturing facilities, and prioritize designated freight corridors in Nebraska and similarly situated rural states. Funding shall be drawn from existing federal transportation authorizations and unobligated balances, with competitive grants awarded based on safety needs, freight volume, agricultural and manufacturing importance, and state matching contributions; the bill raises no federal taxes and requires quarterly public reporting, project audits, and measurable completion targets.
