To reduce inflationary pressure in rural states by lowering the cost of farm production, this bill directs the Department of Agriculture, in coordination with the Department of Transportation and Department of Energy, to establish targeted loan guarantees and tax incentives for domestic fertilizer, crop chemical, and other critical farm input manufacturing; prioritize rail, barge, and trucking capacity improvements affecting major agricultural corridors and seasonal delivery bottlenecks; and require regular public reporting on regional fertilizer, seed, fuel, and feed pricing and supply disruptions to improve market transparency, deter anti-competitive conduct, and help producers and consumers benefit from more stable food and input costs.
