Rural Border and Migrant Services Reimbursement Act

This bill would require the Department of Homeland Security to reimburse Montana and other eligible rural states for documented costs incurred in providing migrant processing, transportation, shelter, medical care, law enforcement, and emergency services, subject to annual federal audits and uniform eligibility standards. It would also direct DHS to increase border staffing and the timely adjudication of immigration claims, require minimum standards for detention facilities—including medical care, sanitation, access to counsel, and independent inspections—and establish reporting to Congress on border encounters, detention conditions, reimbursements, and unresolved claims.
