Neighborhood Housing and Safety Revitalization Act

This Act establishes a competitive grant program within the Department of Housing and Urban Development to help eligible cities acquire, rehabilitate, and convert vacant or abandoned properties into affordable housing for low- and moderate-income households. Applicants shall submit plans demonstrating local housing needs, long-term affordability protections, community engagement, and coordination with evidence-based community-policing and neighborhood safety strategies, including prevention, resident outreach, and improved coordination among local service providers. Grants may be used for property acquisition, rehabilitation, code compliance, and related planning, subject to federal oversight and annual reporting on housing production, affordability, and public-safety outcomes.
