To address rising housing costs in high-cost mountain and rural communities, this bill would establish a competitive grant program at the Department of Housing and Urban Development, in coordination with the Department of Agriculture, to help states, counties, tribes, and local governments finance workforce and affordable housing projects tied to essential infrastructure, including water, wastewater, broadband, road access, and grid upgrades. Priority shall be given to communities with demonstrated housing shortages, high land or construction costs, and projects that use existing developed areas, reduce long commutes, and support teachers, first responders, healthcare workers, and other local workers, with streamlined federal permitting and technical assistance to improve project delivery and local resilience.
