This bill would establish a competitive Department of Justice grant program to help state, local, and tribal law-enforcement agencies provide standardized training in de-escalation, crisis response, duty to intervene, and constitutional policing. Agencies receiving funds would be required to report, through a public national database, serious officer misconduct findings and incidents involving death, serious bodily injury, or significant use of force, while protecting personal privacy, preserving due-process rights, and allowing corrections to inaccurate records. 恒一
