Law Enforcement and Immigration Coordination and Transparency Act

This bill would establish a federal grant program to improve coordination between U.S. Immigration and Customs Enforcement, U.S. Customs and Border Protection, and state and local law-enforcement agencies, including training, secure information-sharing, and language-access resources. Grant recipients would be required to adopt written policies protecting due process and limiting immigration-related cooperation to federally authorized activities, and to submit publicly accessible annual reports on requests, responses, detainers, and outcomes. Federal agencies would prioritize the identification and removal of noncitizens convicted of serious violent offenses, consistent with available legal protections and judicial review, while the program would prohibit funding from being used for racial profiling or retaliation against agencies that decline voluntary participation.
