Island and Disaster-Resilient Affordable Housing Act

This Act establishes a competitive grant program within the Department of Housing and Urban Development to support the construction, preservation, and climate-resilient rehabilitation of affordable housing in high-cost communities facing significant risks from flooding, wildfires, hurricanes, or other disasters. Eligible activities shall include permanently affordable rental and homeownership units, resilient infrastructure, and voluntary relocation or reconstruction following a declared disaster. In awarding grants, the Secretary shall prioritize projects that serve Native Hawaiian communities, other long-term local residents, low- and moderate-income households, and applicants demonstrating meaningful resident and tribal consultation, while requiring compliance with applicable federal environmental, civil rights, and labor standards.
