This Act directs the Secretary of Housing and Urban Development to establish a competitive grant program for states, local governments, and qualified nonprofit housing providers to expand the use of modular and manufactured construction for affordable homes; modernize residential permitting through interoperable digital systems, standardized applications, and public tracking of approval timelines; and develop privacy-protective, data-driven strategies to identify housing shortages and prioritize new construction. Grants shall favor projects that reduce construction costs and timelines, serve very low- and moderate-income households, and comply with applicable safety, accessibility, and environmental standards.
