A bill to expand affordable access to primary care and mental healthcare in underserved urban and rural communities by authorizing federal grants to community health centers, rural clinics, and public hospitals for telehealth infrastructure, broadband-connected care equipment, workforce training, and integrated digital scheduling and records systems; to support mobile and school-linked mental health services; to require clear patient privacy safeguards, transparent pricing disclosures, and basic interoperability standards for federally funded digital health platforms; and to direct the Department of Health and Human Services to prioritize areas with provider shortages and report annually to Congress on access, wait times, and patient outcomes.
