A bill to require stronger fiscal controls for federally supported transportation and public-works projects. The Secretary of Transportation shall establish standardized cost estimates, independent readiness audits before major funds are obligated, milestone-based disbursements, and quarterly public reporting on project costs, schedules, scope changes, and performance. The bill shall prioritize corrective action plans for delayed or over-budget projects, protect funding for essential safety work, and require agencies to identify measurable outcomes before receiving additional discretionary funds.
