Summary
The bill shields individuals and faith-based organizations from federal penalties or loss of generally available benefits when sincere religious beliefs substantially burden their conduct, unless strict scrutiny is met. It preserves essential services, public safety, employee protections, equal access, and nondiscrimination in federally funded services.
