Faith-Based Organizations and Religious Liberty Protection Act

This Act prohibits the Federal Government from imposing civil penalties, terminating federal eligibility, or denying generally available benefits to an individual, nonprofit, or faith-based organization solely because of conduct substantially burdened by a sincerely held religious belief, unless the Government demonstrates that the burden is the least restrictive means of advancing a compelling governmental interest. Nothing in this Act authorizes denial of emergency, health, educational, or other essential public services; permits discrimination in the provision of services funded by a federal contract or grant; or limits generally applicable laws protecting public safety, employees, or equal access.
