This bill would establish federal labor standards for workers in defense, logistics, and advanced manufacturing, including protection against retaliation for organizing or reporting unsafe conditions, advance notice of major federally supported layoffs, and portable benefit accounts for retirement, training, and health coverage when workers change employers within these industries. Employers receiving federal defense or infrastructure contracts would contribute to the accounts, while the Department of Labor would enforce the standards and provide grants for certified apprenticeship and retraining programs.
