Commercial-to-Housing Conversion and Community Revitalization Act

This bill would establish a competitive federal grant program, administered by the Department of Housing and Urban Development, to help state and local governments, public housing agencies, and qualified nonprofit partners convert vacant commercial properties into energy-efficient workforce and supportive housing. Grants would support acquisition, zoning and code compliance, rehabilitation, accessibility improvements, and energy-efficiency upgrades, with priority for projects that preserve affordability, serve people experiencing or at risk of homelessness, and are located in communities with demonstrated housing shortages. The bill would require prevailing-wage standards, project-level affordability and occupancy plans, and reporting on units created, costs, energy savings, and resident outcomes.
