Coastal Workforce Housing Conversion and Resilience Act

This bill would establish a competitive federal grant and tax-credit program to support the conversion of underused commercial buildings and eligible surplus federal properties in coastal communities into affordable workforce housing. Projects would prioritize year-round residents, essential workers, and moderate-income households; comply with applicable floodplain, building, and environmental standards; incorporate resilient design and energy-efficient upgrades; and include safeguards against displacement and speculative conversion. The Department of Housing and Urban Development, in coordination with the Federal Emergency Management Agency and relevant federal property agencies, would issue implementation guidelines and require measurable affordability, safety, and community-benefit standards.
