This bill would direct the Department of Housing and Urban Development, in coordination with the Department of Veterans Affairs and the Federal Emergency Management Agency, to award competitive grants to coastal communities for the construction and rehabilitation of affordable housing for military families, veterans, and local working residents. Grants would support flood-resilient design, elevation, drainage, and other risk-reduction measures, prioritize projects that preserve long-term affordability, and require local matching funds and public reporting on outcomes.
