This bill would authorize the Environmental Protection Agency, in coordination with the National Oceanic and Atmospheric Administration, to provide competitive grants to coastal states and eligible local water authorities for upgrading aging drinking-water and wastewater infrastructure, protecting drinking-water supplies from flooding and saltwater intrusion, and improving flood-resilience measures. Priority would be given to projects serving vulnerable communities, protecting critical water systems, and demonstrating responsible long-term maintenance, with federal matching assistance and regular public reporting on project costs and results.
