Budget Accountability and Essential Services Act

This bill would require federal agencies to conduct annual reviews of duplicative programs, improper payments, and outdated contracts, with savings proposals submitted to Congress through the regular budget process. It would strengthen reporting by requiring quarterly public updates from the Office of Management and Budget and the Government Accountability Office on identified savings and implementation, while prohibiting across-the-board reductions to veterans’ benefits, Social Security, Medicare, Medicaid, national security, and core public-safety functions. Any savings would be applied to deficit reduction or reinvested in essential services, subject to congressional approval and regular oversight.
