This bill would authorize the Department of Energy to provide competitive grants and low-interest financing for modernizing regional power grids, expanding domestic generation and storage, and improving transmission serving energy-intensive manufacturers. Priority would be given to projects that reduce electricity costs, strengthen reliability, use domestically produced equipment, and retain or create skilled American jobs, including through prevailing-wage and registered-apprenticeship requirements. The bill would also direct the Department of Energy to publish annual reports on grid performance, industrial electricity prices, and the domestic manufacturing impact of funded projects, while preserving existing federal and state environmental and permitting authorities.
