Full text

This bipartisan bill would direct the Department of Energy, in coordination with the Department of Labor, to provide competitive grants and worker-training funds for clean-energy manufacturing projects in former industrial communities, including areas affected by steel and factory closures. Eligible projects would support domestic production, meet prevailing-wage and worker-safety standards, and partner with community colleges, labor organizations, and local employers to provide apprenticeships, credentialing, and placement assistance for displaced and incumbent workers. Priority would go to projects that create durable jobs, use existing industrial sites, and include benefits for communities facing persistent unemployment and economic decline.
