This bill would establish predictable federal timelines for permitting domestic energy projects, designate a single lead agency to coordinate environmental reviews, and require agencies to preserve protections under the Clean Air Act, Clean Water Act, Endangered Species Act, and National Environmental Policy Act. It would direct the Department of Energy, in coordination with the Federal Energy Regulatory Commission, the Transportation Security Administration, and the Pipeline and Hazardous Materials Safety Administration, to provide technical assistance and competitive grants for grid modernization, pipeline monitoring, physical security, and cybersecurity, prioritizing projects that improve reliability and serve energy-producing and rural communities.
