988 Crisis Response and First Responder Training Act

This Act would authorize competitive grants through the Department of Health and Human Services for states to expand mobile 988 crisis-response teams and train law-enforcement officers, emergency medical personnel, and other first responders to connect individuals experiencing mental-health emergencies with appropriate treatment and crisis services rather than jail when public safety allows. Grants would prioritize underserved communities, require coordination with existing 988 services, and include outcome reporting on response times, treatment referrals, and repeat crisis contacts.
