Be it enacted by the Legislature of the State of Washington that cities and counties shall adopt expedited and standardized permitting pathways for middle-income and workforce housing projects, including mixed-use residential development, with priority processing for projects located near high-capacity transit stops; that local governments may rezone underused commercial and office areas to allow residential and mixed-use housing by right where basic infrastructure capacity exists; and that the state shall establish targeted planning and infrastructure grant support to assist jurisdictions that increase housing capacity near transit, reduce discretionary delays, and convert surplus commercial land into attainable homes for working families.
