Full text

This bill establishes a viewpoint-neutral sentencing enhancement for crimes proven beyond a reasonable doubt to have been committed to intimidate, disrupt, or retaliate against participants in lawful civic activity, including voters, candidates, election workers, public officials, journalists, and members of houses of worship. It also creates a competitive grant program for local governments and qualifying nonprofits to improve security planning, emergency training, and conflict-de-escalation at houses of worship and public civic events, prioritizing underserved communities. Grants may not be used to restrict lawful speech or peaceful assembly, and the Department of Public Safety shall publish annual reports on awards and program outcomes.
