The State of South Carolina shall require all state and local law enforcement agencies, county detention facilities, and other custodial entities, consistent with federal and constitutional law, to honor lawful immigration detainers where permitted, provide advance notice to federal immigration authorities of the scheduled release of individuals subject to such detainers, and permit reasonable access for identification and transfer purposes; the Attorney General shall develop uniform compliance standards and quarterly reporting requirements, and the State shall establish grant preferences for agencies and counties that demonstrate full cooperation, training compliance, and accurate reporting under this Act as a measure to support public safety, intergovernmental coordination, and the rule of law.
