Be it enacted by the Legislature of the State of Kansas that, for a temporary period of twelve months beginning on the first day of the next fiscal quarter, the state sales tax on groceries shall be suspended to provide immediate relief to Kansas households, and the Kansas Corporation Commission shall adopt expedited review standards for proposed electric, gas, and water utility rate increases, including enhanced public notice, a written showing of necessity, and a requirement that any increase above inflation receive specific commission findings before approval; provided that this act is intended to deliver practical, targeted cost-of-living relief while preserving essential regulatory oversight and service reliability.
