The State of Rhode Island shall establish a School-to-Career and Community College Partnership Program through the Department of Education, in coordination with the Community College of Rhode Island, to expand dual enrollment, industry-recognized credential pathways, paid internships, apprenticeship partnerships, and career counseling for high school students, with priority for districts serving low-income and working-family communities; the program shall support agreements between school districts, community colleges, and local employers in fields including healthcare, skilled trades, education, information technology, and advanced manufacturing, and shall provide annual reporting to the legislature on student participation, credential attainment, postsecondary enrollment, and job placement outcomes.
