Be it enacted by the General Court of Massachusetts that municipalities served by MBTA, commuter rail, or regional transit authority routes shall establish at least one by-right zoning district for multifamily housing within reasonable proximity to transit, subject to local design, infrastructure, and environmental standards set by law; provided further, that state housing and infrastructure grant preferences shall be awarded to communities that permit mixed-income developments reserving a meaningful share of units for households earning low- and moderate-incomes, and that the Executive Office of Housing and Livable Communities shall create an expedited review process and model ordinances to help cities and towns increase housing production for working families.
