Be it enacted by the Legislature of the State of Illinois: the Department of Commerce and Economic Opportunity, in coordination with state housing and transportation agencies, shall establish an expedited state review process for qualifying workforce and middle-income housing developments, with priority for projects located near public transit, on vacant or underused commercial sites, or within mixed-use redevelopment areas; the State shall offer targeted tax credits, low-interest financing, and infrastructure assistance for eligible developments that reserve a substantial share of units for households above traditional low-income thresholds but below high-cost market rates, and shall issue model zoning and reuse guidelines to support adaptive conversion of obsolete office, retail, and similar commercial property into residential use, subject to all applicable building safety and environmental standards.
