Contingent on voter approval of the expanded homestead exemption, the bill automatically grants homeowners the new relief while restricting local governments from offsetting savings through higher millage rates, fees, or assessments. It also requires public votes, detailed tax notices, statewide reporting, and protections for essential services.

This bill lets Florida local governments create special districts to help fund pro football stadium projects and nearby improvements, but only if private sources cover most costs and no new statewide general tax is used. It also requires at least 35% of contracts to go to Florida small businesses, adds local hiring and apprenticeship programs, mandates annual transparency reports, and allows public support to be cut back or recovered if promises are not met.

This bill requires Florida state and local law enforcement to cooperate with federal immigration authorities when people unlawfully present in the U.S. are charged with or convicted of serious crimes, bars local limits on that cooperation, adds penalty enhancements for certain felony convictions, and mandates annual compliance reporting. It frames implementation around public safety, due process, and uniform statewide enforcement.
