This bill would bar North Carolina governments from denying or limiting grants, contracts, licenses, certifications, or public-program participation solely because a qualified nonprofit is religious or faith-based. Religious providers would still have to follow the same health, safety, licensing, financial accountability, and applicable state and federal service rules as everyone else.

This bill expands state grants for targeted policing in high-crime areas, increases penalties for repeat violent felony offenders, and funds faith-based and community reentry programs focused on jobs, recovery support, mentoring, and transitional help. It combines a tougher-on-crime approach with rehabilitation efforts aimed at reducing recidivism and improving neighborhood safety.

The Community Policing and Law Enforcement Training Enhancement Act aims to improve public safety in North Carolina by promoting community policing and increasing funding for law enforcement training in de-escalation and cultural competency.
