This bill strengthens Idaho’s anti-corruption and procurement laws by requiring elected officials, senior agency employees, and state contractors bidding on contracts above a defined threshold to file timely conflict-of-interest and beneficial ownership disclosures; prohibiting officials from participating in, influencing, or benefiting from contracts involving themselves, immediate family, or affiliated business entities; mandating public online posting of contract awards, amendments, and sole-source justifications; authorizing the Attorney General and state inspectors to investigate knowing violations; and increasing civil fines, contract nullification authority, restitution, and criminal penalties for intentional self-dealing, falsification, or concealment in state contracting, with whistleblower protections for good-faith reports.
