Be it enacted by the General Assembly of the State of Delaware that the State shall establish an expedited review process for mixed-income residential developments located near major employment centers, transit corridors, and existing utility service areas, with priority given to projects that include workforce and starter homes affordable to low- and moderate-income households; the Department of Transportation and relevant state agencies shall coordinate permitting and infrastructure planning to reduce duplicative delays, and a dedicated state matching fund shall be created, subject to appropriation, to assist local governments with water, sewer, roadway, and transit-access improvements necessary to support qualifying developments, provided that participating projects comply with applicable environmental, safety, and local land-use requirements.
