Full text

This bill establishes a fiscally disciplined infrastructure program to accelerate the repair and modernization of state roads, bridges, ports, drainage systems, and hurricane-resilience projects. It directs the South Carolina Department of Transportation and relevant port authorities to prioritize projects by safety, structural condition, economic importance, and disaster risk; requires competitive contracting, published timelines, and quarterly performance reports; and subjects expenditures to independent audits. Funding shall be limited to authorized appropriations and other legally available state and federal funds, with projects advanced in phases to control costs and ensure measurable public benefit.
