Pennsylvania Rural and Industrial Broadband Access Act

This act establishes a competitive state grant program to expand affordable, high-speed broadband in rural areas and former steel-producing communities, prioritizing projects that serve unconnected households, workforce-training centers, small businesses, and remote employees. Grants shall favor open-access infrastructure, measurable coverage and affordability requirements, and partnerships among municipalities, cooperatives, schools, and private providers, subject to annual legislative appropriations and standard state auditing.
